Allow repositioning tooltip panel in game GUI

This is a minor usability issue, but it would be great if it could be addressed. Currently, it seems that you can reposition/resize every GUI element except the tooltip, which is stuck in the lower right corner of the screen. I find the tooltip often gets in the way of things I'm trying to look at and would appreciate being able to move it.
