It's the only completely unmitigatable defensive talent in the game. It's also the hardest counter in the game. If you get an otherwise dangerous farportal boss with evasion you're done. If you get 2 halflings and a bulwark or 3 halflings in an adventurer party you might probably dead. More importantly its annoying and makes less than no sense. Where does the ability to negate any attack from anyone, from clumsy swings of clubs to 4 tile AoEs with 100 accuracy? An ancient artifact of void-phasing, or metal attunement? an item with the spirit of a legendary rogue who could never be hit, but does not always deign to hold the wielder? No, from being a ******* halfling, or switching places with someone or just deciding to "evade" if you can learn the skill. If there's a god of accurate, hard to predict, and lightning fast strikes, a halfling toddler has a chance to dodge his attacks, a good chance if it's lucky.
Perfect strikes (and other similiar talents) should work against the flat chance of evasion, remove the flat chance and make it only a boost to defense, or make very high accuracy lower the flat chance. Something to let melee classes interact with it.
Make evasion interact with accuracy perfect strikes etc
