It's very rare that someone actually puts a 'tool' in the tool slot now that diggers don't need to be there. This slot has a variety of items with three different effects: a charm with a shared cooldown (psychoportation torque), a non-charm with its own energy reserve, (Eye of the Dreaming One), or an item that provides a passive effect (Prox's Lucky Foot). Items with the first two effects can't be swapped effectively because their cooldown/energy resets, and unfortunately, this makes items with passive effects much less appealing. If there's any risk of emergency, you'll want to have your activatable item equipped well in advance. The upshot is that there are cool items that never see use because they'd take up your psychoportation slot. So, here's a proposal to split the 'tool' slot into 'charm' and 'trophy' slots:
Charms work as they do now, and stay in the charm slot. Most of a charm's bonuses should be related to using the charm, rather than just having it in that slot. Current tools with independent cooldowns should be converted to charms if the item operates roughly the same way.
Only artifact trophies exist - there are no mundane, ego, or rare ones. Current tools that only have passive effects should become trophies. Nothing in the trophy slot should use the charm cooldown. However, trophies can have abilities with independent cooldowns if there's a good justification for why it wouldn't work well as a charm (e.g., The Bladed Rift), or if the ability is of secondary importance to the item's passive benefits.
Finally, diggers spawn with the same frequency, but are always mundane and unwearable. A few diggers remain as wearable trophies (e.g., Tooth of the Mouth, Pick of the Dwarven Emperors).

Idea of more equipment slots sure sounds nice and while I hate having to decide between different types of great equipment to wear, especially something like Tree of Life (was it even a trophy?) and Psychoportation but the actual question would be: will it imbalance the game too much?
What's the worst you can equip there currently? People will item vault that item on all their chars from then on.
