I'm not sure why the thought-forms are talent_in=3 (33% usage). They'd be more effective at talent_in=1 (100% usage).

Is there are reason to limit their talent usage?

Thought forms are sustained talents. Turning them on and off too often reduces their effectiveness.

I meant, the talent_in of the thought form itself. Thoughtforms only use talents (like Rush for the warrior) 33% of the time.
