About the new Bone Shield changes...

If I'm reading them correctly, they make a Corrupter or Reaver with Spectral Shield and Eternal Guard essentially invulnerable. This should probably be fixed.

Bone Shields do not function like Block. They are their own thing, that blocks exactly one hit per shield, using their own mechanic.

Though that would have been really funny. :)

I think that you may be misunderstanding what I mean. Bone Shield now loses a charge only if the character would otherwise have taken damage. Block activates first (unless that's been changed) and reduces most damage to 0, preventing Bone Shield from losing a charge.

Because the Eternal Guard + Spectral Shield combo eliminates almost all damage from small hits, which are Bone Shield's primary vulnerability, it is important that the two not be stackable.

Oh, I see what you mean now.

Maybe Eternal Guard could just add a Shield weapon damage requirement? I like the skill, and it's great(to possibly overpowered) on its target audience, but I'm iffy on it being generalized.

Too easy for, well, stuff like this to happen. :)
