Off-Balance is a weird status.
-15% global speed is amazing for enemies-where any doubled action, if the enemy is challenging, can kill.
It's pretty terrible for the PC, though. It also is attached to several skills, such as Daze and Stun, that compound its effects by lowering your speed under some circumstances. Which is better for the enemy than the PC, again-for the player, it amounts to reducing enemy offense by 1/6, while for the enemy, it amounts to a nearly randomized, but potentially quite lethal, double turn effect.
I've heard about people getting still killed by Daze despite the changes to Daze, and I find myself realizing that, as enemies constantly hit you with Daze effects throughout the game, the odds of a sudden doubleturn massively mount throughout the game, thanks to Off-Balance effects. To say nothing of this compounding Stun-enemies can get tripled actions when you move instead of doubled, thanks to this.
For the player, it's far harder to leverage and mostly equates to a small damage bonus-and physical save is, by and large, the highest enemy save.
The effect could be easily reproduced, in a much more fair way, by simply having the target do less damage while Off Balance. -15% damage(applied the same way as the invisibility penalty, as an absolute drop instead of a negative Alldamage) would function pretty much the same for the PC in most circumstances, but would prevent extremely hard to deal with sudden doubleturns on the enemy end.
