Point Zero and Racial Starts

Shouldn't point Zero take place before and in addition to the racial start? One imagines that "recruits" for chronomancy are take from their respective time streams, trained, told the mysteries of time and space, sent out to face uncertain doom, given a code wheel and and a lollipop, and then casually re-inserted back into their time-stream just where they were about to set out as a level 1 peasant. Presumably to fix whatever it was justified their recruitment. Or maybe because Zemekys just likes screwing with people.
