It would be nice if we could arrange the toolbar with "drag and drop".
It would also be nice if position in the tool bar was not tied to the key assignment

Both of these are already the case. I find that the drag and drop is a little bit delayed though, so what you have to do is hold down the talent you want to drag for at least two seconds or so, then drag it.
You can change the key bindings for the toolbar in, appropriately enough, Main Menu > Key Bindings.

You are right,dragging and dropping does work. It just triggers very inconsistently, but that might be because of my trackpad.
I know you can change the key bindings. That is not what I meant. Currently, if I move a talent it changes the key and I need to change the key binding.

Ah, my apologies for being presumptuous then. Here's a potentially awkward workaround to try to achieve the effect you desire. If you're not displaying all 4 hotkey rows, try putting your talents on one of the hotkey rows that aren't being shown. There's nothing stopping you from having a talent assigned to multiple hotkeys, so you can have each talent hotkeyed twice: once on a row that's being displayed on the bottom toolbar UI, and once on another row that's not being displayed. This way you can move around the talents on your UI to your liking, while keeping a consistent keybind per talent regardless of their position on your actual, visible toolbar.
