At the moment activated items act a little buggily if they have to be targeted. The prompt for a target arises and everyone else gets to act, meaning the ability doesn't take effect until the end of the round. This ultimately makes these items very limited in use, as you wouldn't want to use them in a dangerous situation. Items that don't require targets don't suffer this problem.
Whilst the obvious solution is to fix the bug, a quick hack is to change the abilities on these items to non-targeted effects. Examples:
Eel-skin armour - change from Lightning level 2 to Nova level 2
Duathedlen Heart - change from Blood Grasp level 3 to Blood Boil level 2
Gwai's burninator - change to a radius 3 fireball centred on the user (but not burning the user)
Wands of flames - Either remove (they're not much use) or change to fire range 5 bolts in the 4 cardinal directions
Wands of lightning - Either remove (they're not much use) or change to a Chain Lightning starting on the caster (I think the friendlyfire=false code of the spell precludes caster damage)
Wands of conjuration - Either remove (they're really crap) or change to fire in 4 random directions, or auto-target nearest enemy
Wands of healing - Uh.... maybe keep as is, since these are rather handy to aim.
Wands of trap destruction - Range 2 radial effect
