Spells going over water

Not sure if this was a bug or not so put it in here.
I am in the town of Zigur doing that fight. But I cannot shoot my spells over the impassable water. Intuitively this seems a bit dodge, and also annoying as would be a useful tactic for me right now...

In the antimagic quest??
It doesn't sound like it Gandolfo... there is another fight that can take place there. budswell I agree, there are times where block_move should not affect projectiles/spells/etc. Another example is the lava in the Charred Scar. The mod.class.Grid:block_move could return true if and only if it is an actor trying to move into the tile... that would probably work.

This is the quest where you find the purple 'p' fella in the dungeon with all the burnt looking trees. He says do you want to join him on a mission when you have almost killed him. Never been here before so said yes.
We went to the town of zigur and I failed the quest cause he died.
