If that were true, then the obvious solution would be to just make Ano resources auto-regenerate out of combat -- make them work just like Mana and Stamina and Psi (etc.).

Since that's not the case, clearly something is incorrect about either your assumption ("full bars at fight start were intended") or the implementation is flawed.

I can't really disagree with this, but even a better setup which had e.g. a pack of mooks around one or two dangerous Uniques would be vulnerable to pack reduction by sniping attacks.

That said, I agree with your objection and would like to discuss it elsewhere.
