Bulwarks are pretty mobile. They have Combat Techniques and Battle Tactics and could get Field Control if they wanted. They lack Mobility compared to the Marauder, but Mobility only has one actual mobility enhancing talent. I don't think mobile shield user is itself a conceptual gap.
Yeah, the Bulwark is the poster-child for Step Up, which provides fantastic mobility.

If there's a gap in the game, it's the low-mobility Shield + Armor class that's missing.

But that class sounds kinda boring, so let's not worry too hard about filling that gap.

One problem with having Archer as mobile is that Temporal Warden is also very mobile.

Not sure about riposting on partial block for Sling Mastery. Are we just flailing with the sling? Other stuff is good.
I don't believe a non-mobile archer is worth having.

Riposte gives +100% damage to the next attack after a block. It applies to ranged attacks just fine. Doing so is even the intended method for skirmisher unlock before everyone started using Sun Paladins and Wave of Power. Or maybe riposte is the name of the Shield Offense talent and the mechanic itself is named counterstrike or counter attack? Whatever. The usual thing that shields do when they completely block an attack or always if you invest in the shield offense tree. I'm suggesting that investing in slings should also make it always apply.

Or the restriction of counterattacks to complete blocks should just stop being a thing. Incomplete blocks being wasted turns makes shields useless for anyone without the shield offense tree and eg. Cursed are plainly intended to be able to use any weapon configuration based on a bunch of their tier 4 talents giving different bonuses for different configurations while being in mutually interacting trees.

Oh yes, I forgot about mysterious ranged counterattacks. Standing still and blocking is more of a tanky method than a mobile one though.

Yeah the Block mechanic need cleaning up, but we'd better not derail things sorting that one out.
