Making only base stats count for the requirements does not kill hybrid builds.
The highest stat requirement for a talent is 54, and that is only for the 4th talent of an advanced category. (44 for a non advanced category.)
You can max out three stats before level 50.
So unless your "hybrid/gimmicky" build is relying on multiple advanced categories of different stats, I don't see how you have the slightest problem.

And those numbers can always be tweaked...

Shadowblade at level 12 most likely want 36 dex, 36 cun, 20 mag, 16 str for HAT

Arcane Blade want mag, str, have its main gimmick scale on cun, need dex if dual wielding

Psyshot want dex, wil, and cun for talent, str for HAT

SW want str , mag, wil


Obviously endgame you have maxed 3 stats, still makes early/mid game a pain and it's actually the hardest part of the game.
With current requirements, only base stats counting means hybrid either forget one of their line of talent/gear or invest a little in everything with no way of getting the 3rd/4th tier.

Yes the numbers can be tweaked hence why i said "might require a balancing of prerequisites". Specifically because there would be a problem.

Errr level 12 is a critical time to be getting certain talents or you can't play the character? :?

Yeah the numbers would need to be tweaked.

With simple tweaks, using just base stats is not going to have a negative impact on any classes, just a reduction in gear-swap shenanigans and annoyances.
