Then it would make sense to add a global cooldown to wands, something like 'arcane exhaustion" : prevents the user from activating any wands for the next 10 turns (or whatever).
About the non-magical belts: how about being able to put a (minor) gem in it?

I like the charm idea with a global cooldown (it also makes it possible for our good friends of zigur to get something, since in eyal nature is a force to be reckoned with)

Nice idea, as it would solve the problem with near-useless inscriptions and near-useless wands in one stone.
And hopefully the AI will be taught to use them too.
