Actually, of the dozen or so times I've actually had the stomach of going to the sandworm lair, I only encountered the apprentice on my way there once. Every other time I saw him, I either needed to make multiple circuits around the Blue Mountains before he popped up, or he was down near the hidden city, well away from my typical path to the lair. And eh... I was never able to complete the quest using only one item until after I had completed it using 15.

Likely a lot of people who prefers non-mages but still like the hidden city never realize that there is an easier way to get there. Another thing that bugs me: why won't he take from me the darn Angmar's Fall? Is it just smelling bad, or what else?
Edit: uh, found the answer in the code. Well, Hedrachi is right, a comment in the code explicitly states:
IMO things should be changed so that if you're still struggling to complete the quest for the first time (i.e. archmages not unlocked), then AF should be taken as well, along with the normal staves.

1) Leave Trollshaws
2) Enter Bree
3) Buy a staff if available
4) If none are available, buy 3 phase door scrolls
5) Enter Old Forest
6) Pick up every staff, amulet, ring, ect. while completing the dungeon
7) Return to Bree
8) Sell every non staff, amulet, ring item, buy any staffs, the cheaper the better
9) Go to apprentice, and give him all of em
10) Not unlocked yet? Now do Trollshaws/Amon Sul and you should definitely have 15 of the three items by then
