Making it dependant on the overall over-encumbrance sounds reasonable, indeed. And it should definitely be associated to a proportional speed malus too, so to make travel overencumbered a risky practice (in case of encounters).

Yeah, percentages on Pack Rat and Bag Reinforcement should be 16-80 or so. Five talent points for a coin flip isn't good but 100% is to much, especially for Pack Rat.

Also in case DG misunderstood earlier in IRC.

When I said Archers, Slingers, and Rogues I meant just rogues, not rogues and shadowblades. Shadowblades have plenty of toys already ;)

I was assuming it would be a passive ability, but edge's revision sounds good too.
