potential bug: does the naga boss that spawns right next to celestial start characters after teleporting get scattered around?

It's still there with you.

The reason is probably that it spawns by quest trigger after you finish entering the level and not as the normal dungeon level enemies that are concerned by the safe space rule. Same reason escorts still spawn near you :p
