Increase range on Epoch's Curve

I would basically never use Epoch's Curve over Surefire, a tier-1 artifact, due to the inferior range. I recommend increasing it to range 9 so it can compete with Surefire, but not range 10 so it doesn't become the de facto endgame TW bow.
