As it currently is most of the time shield block is a net loss of a turn that allows you're abilities to come
on cooldown one turn quicker (if it blocks the damage you would receive), with a promise of a counter
strike debuff (which happens some of the time) for double damage and a increase of crit chance.
Most of the time though its just a net loss of a turn were you're abilities come on cooldown one turn quicker,
now in theory you could use it tactically when you know you're going to receive some damage but that really
doesn't happen with how the mechanics work out though I do try to make that happen and ocassionally it does.
It really only seems to exist to pair it with Eternal Guard and then maybe Spectral Guard which makes the ability
worth using (and then some its pretty powerful stuff).
Mainly its my opinion that without prodigy most of the time it ends up being a totally loss compared to just taking
two actions, but that really isn't the main point either.
Its not worth using to mitigate damage in a form where it takes you're turn, rather then just taking a action,
unless you really need that last talent to come on its last second of cooldown, especially since its not guaranteed
to mitigate all the damage received anyway while losing that turn.
So in my opinion base Shield Block needs to be a instant ability that you can tactically use to migitate damage
in a situation were if you did tactically mitigate damage you're still not in a net loss.
With these mechanics though block mitigation might have to be tweaked (maybe something like Armory Hardiness?) so everyone
doesn't just throw on shields for a free once every 3 seconds damage mitigation and keeping total blocks just for the shield specialists
while toning it down a bit for everyone else since its now feasible to mitigate with it though it still might be something for them to consider
doing for incomplete blocks?
This change would be overpowered when paired with Eternal Guard and my suggestion with that is make the Prodigy Eternal Guard
make Shield Block still take a turn as a trade off for having it up *all* the time.
