So it turns out that you can't push individual element resistances above 100% even after pushing the cap above 100%. :cry:
Regardless, I've sent some code in to change the cold resistance from +5-50% to +10-100% and added a +5-50% cold resistance cap to Shivgoroth Form.
Also changed Ice Storm to hit yourself while in Shivgoroth Form (as a side effect it now hits friendlies).
So using Freeze as a heal while using Uttercold is still a bit suicidal, Glacial Vapours is a bit safer and you can use Ice Storm for healing as well.

I did explain the situation and code up some changes to make it less nasty, but he hasn't merged it.

Well that's up to him. But it does seem a little odd that resist penetration can be very necessary for a build, yet when you use it with another ability which also would be good for a build, and result in killing yourself in one hit, no questions asked.

The Ice Mage and the Necro are conceptual messes. Skills don't make sense, technically or thematically. They're clumsy and inelegant.

Sure, you CAN win with them, and I have, but they simply aren't particularly fun to play because they're so messy.

Sadly, there doesn't seem to be much interest in fixing the issue because the dominant voices don't seem to acknowledge that a problem exists even when it's clear, based on the praised designs of many other classes.

It's an almost willfully self-imposed ignorance.

Hell, one of the more recent "improvements" was to introduce the "wet" effect... which is borderline useless and 100% incoherent. It makes no sense with gameplay and is incredibly difficult to use, to the point that it's actively detrimental to try. Best to just ignore it which begs the question as to why it's in the game at all.

There have been more ideas to fix, and criticism of, the Ice Mage and Necro than likely any other class (especially the Necro), and yet little to nothing has been done.

I get that priorities have been elsewhere for the last three years or so but saying "it's not a priority" is different than "it's not a problem."

I would like to see some changes with the Necro and Ice Mage, and it would be good if you could not use resistance penetration to one-shot yourself in a skill that is necessary for a class.
