More consistent levelup stat bonuses

I have always felt that starter bonuses from race should matter more.

You only gain your race and class bonuses only once at first level.

If we had a system where you gain more stat bonuses it could help balancing some races and make bonuses and penalties more interesting.

The system could work in the following way:
For every + or - bonus point in stat you gain from race you get that bonus in span of 10 levels.
For example halflings gain +3 dex at first level so at level 10 he has gained another +3 dex. So level 50 halfling gets +15 more dex compared to present system.

These values could be tweaked if needed. For example you get your bonus only in span of 20 levels. Another way to balance this is to change racial bonuses to stats. This system could also work for class bonuses but I think races need it more.

In my opinion, racials are what makes races unique, not the stat bonuses. They don't need to matter.

Yay! Under this systems yeeks can finally achieve negative constitution!

To be more serious, such system will reduce build variety. This is never a good thing
