There's been some discussion of mages of late, and I've made numerous attempts to improve cold and lightning. I have a different view of things and so I figure I'd post them here.
Arcane/Aether… I like this thematically as an unstable magical force… hard to control. In that sense, I like that it's a bit dangerous to use (although I've rarely killed myself since getting the hang of it).
To that end, I propose a few changes to arcane/aether.
Aether Breach… I think that every enemy that is caught in one of the explosions should suffer a % chance to be sucked into the void and deposited in the the next eruption.
In effect, all this would do is ensure that said enemy is guaranteed to be hit by at least 2 blasts rather than 1, as well as being slightly relocated.
Aether Beam… I dislike the silence status effect on this as it could easily just mean instant death, mostly for you. Rather, I think that Aether should be the only element that doesn't offer a status effect.
Instead, I think aether beam should again be available to be placed in walls, etc.
Arcane Power… the resistance is fine as well as the spell power addition, especially at reduced mana cost. It's not really worth the talent-point investment.
To that end, I would keep the arcane resistance bonus but eliminate the spell-power bonus. Instead of the spell-power bonus, it increases the resistance penetration of ALL elements at the expense of a feedback eruption of arcane power.
The eruption would act like an Aether Breach eruption.
Lastly,
I would change the Aether Permeation prodigy such that it in no longer overrides your other resistances… thus, it picks the prodigy-based resistance or the regular one, whichever is higher, in addition to raising the arcane resistance cap by 5%.

I was going to suggest that Arcane could do with more debuff effects. Or at least a chance to crosstier spellshock.

I don't mind spellshock… perhaps it can be an added effect to Arcane Power.
I just rather like the idea of an elemental class that is just pure damage. Having said that, I think that arcane/aether should have its total damage increased by at least 20%, if it has no status effects.
