Earlier today I unlocked doomelves and I'm pretty intrigued by their racials, they're a nice rendition of a "Shalore gone bad" and all the talents seem fairly useful (more or less, not a fan of the second one but you can't win 'em all), there's one thing that bugged me tho: Haste of the Doomed.
That skill is a really, really good mobility option that makes the race an instant favorite for classes like, say, Defilers, who sorely lack in mobility (well, Corruptors and Reavers at least) but at the same time its out of phase buffs rely on Willpower, which is something Defilers don't actually need all that much. The counterpart to this talent, Grace of the Eternals, is way more flexible in this regard, being able to scale from either Dexterity or Magic, allowing a lot of classes to make use of it at its full potential. My point is, this talent could really use a similar treatment, like scaling off either Wil or Mag for instance.
(and yes, I realize that Grace relies exclusively on its global speed scaling adequately to be useful while Haste's scaling part is pretty minor, but I still feel this small tweak would make the race a lot more compelling. The third talent actually scales off Mag as far as I can tell, just like Shalore's third)
PS: their racials are not displayed at the top of the generic trees in the level up window btw

To me, at least, the phased out bonuses are nice, but completely and utterly irrelevant compared to the 4 range instant perfect teleport or the 8 range can go around corners one turn perfect teleport.

Oh, believe me, I'm not even remotely implying the talent isn't absurdly good, I'm wondering why its full capability has been tied to a stat that's used by like 3 classes that actually have poor/few mobility options (namely summoner, doomed and alchemist, tho I might be wrong about the last two, haven't tried alchemists in a long time and I don't remember the most recent doomed trees much). Also, wasn't wil thalore's thing? Tying it to willpower looks so out of place in a race that focuses on magic so much, the 3rd talent in fact scales out of it and the 4th needs good spellpower to be effective, thus crossing out 2 of the 3 classes mentioned above.
Heck, It'd be fine by me if that little cherry on top of the insta-port pie was a low, fixed amount (say 8-10%) or that it scaled with level, but the mere fact it scales off wil leaves me puzzled.

Its a racial talent, it isn't supposed to work well for certain classes.
Also, Willpower is useful for Defilers.
PS: I don't like the two stat scaling options on Grace of the Eternals. I like that sometimes the racials don't scale well with my classes main stats. It gives me a meaningful choice for third stat to focus in, or not investing in the racial for a change.

It helps that Willpower is a really nice stat for anyway. If it scaled off of Magic and only Magic, that'd be irksome since Magic is close to useless for non-arcane classes (spell save is nice, but Magic doesn't give enough to really be worth it if you don't need Spellpower too or have weapons scaling off Magic), whereas Willpower offers big benefits even to classes without any abilities scaling with it.

Honestly I can't argue against the points you guys just made, if a minor effect of a good skill I'll end up using anyway scales off a stat I don't find that important on a build I can just live with it. Yes, racial trees are not supposed to be perfect (heard some nasty talk about Secrets of the Eternals in the chat so... yeah) and if some, well, weird scaling can actually make the race more useful in combination with certain classes (non-arcane in this case, which are gonna skip Pitiless as a drawback anyway) we could say it's a plus, I guess. This new race is pretty insane anyway no matter how you look at it.
