Create speech bubbles for actions?

Any way to enable a sort of speech bubble thing for our characters?

I would just really like for my turtle to yell out "ZA WARUDO" or "LATER, NERDS" whenever I use Never Stop Running.

I think it's possible, but you'd need an addon to do it.

Pretty sure something like this happens with the SantaSpanker in the winter Santascape event. (We should really get that as a weapon...)
