Add the passive effects block in the char page

I think it'd be helpful to see, which passive effects has some char:
- you can see more benefits of the build if you haven't made one before;
- you can see if others choose passive effects from escorts (which);
- just the more info the better!

Under the char page, I mean kinda this:
