Antimagic characters generally make a careful conduct choice to get antimagic, except for oozemancers. Antimagic currently is regarded as a bit too easy a choice on many classes so it couldn't hurt to make the alternative path a little more attractive in some way or another. Undead can only use runes, can't really take antimagic, and ghoul especially is probably deserving of a buff for being stuck on the magical side of things. A manasurge rune buff may not be the most effective way to change the balance but at least it would be on the correct side of the scale.
I don't care that melee characters won't use manasurge but I do care that the rune is only really thinkablet for 5 classes out of...well, many. TOME has good junk handling via the chest but it's still nice to see less junk, I'd say. In terms of story and strategic gameplay I'd still like magical characters to have to make a difficult choice about how to best handle the GC. This would make up for the fact they never have the opportunity to contemplate the pluses and minuses of taking antimagic in their build.

I think the fundamental problem is probably that manasurge needs to exist at all. If mana regenerated for non-mages and regenerated a bit faster for mages there could be one fewer useless inscription clogging up the item lists.
Vim and Psi and Fatigue users get by without a recharge inscription. A bit more regen and so could mana users.

There is no stamina regen infusion. Why mana, when lots of "casters" don't even use mana?
Is it really just there to make the SB and AB starts harder? If mana bars always regened while resting I would ditch my manasurge in a heartbeat.

A good Manasurge is far more effective at restoring resource than any amount of reasonable regen would be.
1200% multiplier to your regen is very good if you have any +mana regen bonuses, which is around where Manasurges top out. That's not really easy to replicate, and at the very least, Necromancers need Manasurges or something similar to function reasonably, right now. (It is very reasonable to double up on Manasurges due to the costs of Necromancer spells, right now.)

I don't fully understand the code, but I thought that there were diminishing returns on spellpower when casting, too. So mage types tend to run with a lot of superb +sp gear, but when running at such high spellpower the returns of additional spellpower are not so great compared with an increase in the typical level of mindpower or physical power.
