I think that it would be more interesting if taking weapon skills offered a small benefit for using weapons outside the purview of the skill, either as direct bonuses or increasing the talent level of other masteries. So for Weapons Mastery, for instance, you would get the full benefit for wielding a sword, a percentage of that for wielding a somewhat related weapon (such as a knife or a staff) and an even smaller benefit for an even more unrelated combat weapon (such as a bow or fists). This would make these skills a possible choice even if wielding a different weapon.

Maybe... but if and only if the benefit disappeared if you had better training in what you're using. So if you've got weapon and knife mastery at 5/5, they won't synergize, but if you've got weapon at 5/5 and knife at, say, 3/5, knives would get a small benefit. Benefit should decrease the higher training in the lesser talent goes, so the cross training would do the most if you had 0/- in the lesser talent and sequentially less as you invest in said lesser talent. Cross training benefit, should it be implemented, should probably never go higher than a single talent point in the less trained talent.

Do note that the reason they're locked into specific weapons now is specifically because of cross-tree synergy making things get effing ridiculous. So you'd want to avoid that. It should never be optimal (or even beneficial) to invest strongly in a weapon category you're not actually using in order to boost up your power with something else. Down that path lies ** physpower randuniques at level 20. Again.

All weapon skills crosstrain with at least one other weapon skill - that is to say, that experience invested in one skill improves the rate at which your character learns the other skill, as long as the other skill is of a lower level. The following weapon skills crosstrain with each other:
