Zigur could use some people standing around the town anyway, right? Are they all hiding in the basement waiting for the Rhaloren invasion?
Then you can pick one of them, give him/her a name and a chat, and offer mindstar mastery there. Or put it on the guy that initiates the antimagic arena thing. Or make a new building and put the mindstar teacher in there.
... no wait, I'm a dumb person. There's a mindstar STORE in Zigur. The store owner should teach the category, just like the weapons stores in Last Hope teach Combat Training.

I, on the other hand, don't think you should be able to buy Mindstar mastery in Zigur. You should be able to buy it in Shatur, where all the wilders are.

If granting class categories is a no-no, another option is to clone the mastery talents from unarmed/bow/sling to a new talent on Combat Training. This new talent would not stack with the existing talents, and wouldn't be available to unlock for those classes anyway.
Add in an adjustment to make Weapon Mastery and Dagger Mastery invisible to classes that don't start with them.
Then when someone opts for weapon training in normal, exotic, daggers, unarmed, bows or slings, they would be given the Combat Training category, with only Tough Skin, Armour Training, Combat Accuracy and the relavent mastery skill. (and shoot/reload if needed)
Getting mindstar or staff training would just give its own category.
