Crystal Focus/Heart work with magic items

I always seem to struggle finding white/unenchanted higher tier items. Would it make sense to make the Crystal Focus/Heart be usable on green/blue/purple items? Maybe give a confirmation warning that any enchantments currently on the item will be permanently removed first?

I have the same problem with jewelry, for that matter.

How about giving a vendor the ability to disenchant items for a price? Maybe equal to or double the price to buy the equivalent weapon?
