First off, if the bar displays a 0% failure rate, a cast should not fail. If it shows 1%, it should be 1%. Failure chance should be calculated at the current level, not the assumed level if the spell succeeds.
Secondly, give us some breakpoints! I never know where the line is from game to game, because it's not clearly defined, maybe an expanded tooltip would be helpful here...
Thirdly, if you insist on keeping it calculated on the costs after the spell is cast, but before the spell goes off, give us some way to at least divine the failure rate, please!
I'm sick of 0% failures. They're annoying, pointless and frustrating.

Re: Make Equilibrium and Paradox casting intuitive!
For the sake of my sanity and the sanity of the player I removed Paradox talent cost from paradox calculations in a patch I just sent Darkgod.
This should make the Paradox failure rate displayed on the resource bar the same as the one the game is actually using.
As to Paradox thresholds these already exist and the game lets you know in the log when one is crossed. But I added the exact failure, backfire, and anomaly chances to the Spacetime Tuning talent description so players can mouse over it if they want to know their current rates.
I also rounded all the integers so if it says 0% there's never going to be a 0.001% chance you don't know about (though the display should have rounded to begin with but I'm not sure if it did).

Equilibrium has a 0% failure rate when it's less than or equal to your Willpower. Above that, it increases proportional to square root of the excess.
<Ferret> The Spellblaze was like a nuclear disaster apparently: ammo became the "real" currency.
