Talent icon display cooldown + unusable

The "clock face" effect on talent cooldowns is nice. It's a little misleading, though, when the underlying talent is unusable at the current time. Temporal Wardens see this a lot, when switching between weapon sets. It's also noticeable when you have multiple regeneration or manasurge talents/inscriptions. If it's not too difficult to make the edges line up, it would be nice for the other part of the "clock face" to show up as greyed out if the talent is unusable.
