I agree with the OP
I think that one of the best things of TOME are the talents and I loose a bit of drive when I reach the top of the chain and still have so much to do.
With a more slower pace getting the talents, you could still diversify, putting a point or two in a different tree while waiting for the time to go up on your main ones.
This could actually be good because I also find that currently when I start to do that, I almost don’t feel the difference because I have the main talents all boosted up.
Regarding the stat dependicies... I'm not sure. It allows us to build some classes in different ways forcing us to make sacrifices.
I don't think it's good to have targeted teleport, for example, with magic 12. But on the other hand, it could help some classes that need several stats

Perhaps it's just the classes that I play (as I mentioned in another thread, I'm a Fighter player at heart), but I've never had a problem with what to put my talent points in. If I can't put points into Riposte due to level, I'll put them into Fast Metabolism. Hoarded points to the point where both are capped until next level? Well, Rush is available....
My fear from this proposal is that with some of these skills (not these specifically, since the proposed change would only delay them by one level) being unavailable until later is that I'll be stuck with the same tools for longer. And converse to your experience Kemsha I believe that it would cause me to lose drive from stagnation.
