Simply put, mages shouldn't be able to teleport EVERY TURN.
I take a step, mage is somewhere else. I take another step, mage teleports again. Another step, another teleport.
Over and over and over.
Once in a while they'll actually toss a fireball or whatnot. But mostly, they're just randomly popping in and out.
I'm sorry, but that's just stupid.
They're either going to fight me, or run the hell away. Constantly teleporting around doesn't make any sense. Not to mention that there seriously needs to be a cooldown on an ability like that.
Maybe 10-15 turns between teleports.
If you're not playing a ranged character... mages are just an annoyance. I mean, I'm sitting here shrugging off the odd attack spell they actually toss at me. So it's not like I'm going to die. But I can't kill them because I can't get close enough to them to hit them.
The best I can do is try to find a corner to hide around, so when they come looking for me, I get one shot on them before they teleport again.
I would like to see a limit on teleporting.

The cooldown for phase door is 8
For teleport 30
For teleportation runes it is 14-19 cooldown
Phase door runes have 8-10 cooldown
It is possible that the mage you where fighting used both the teleport and phase door talent and a rune.
Could you specify the monster type and zone you where in?

I have seen this particularly at the entrance to each of the Orc Dens in the Foreign Lands. Not insurmountable, but can be difficult. If that is how they are slotted with runes/inscriptions - so be it... as long as they font have double duty with shields, et all...

Is it possible that said mage was not teleporting, but using probability travel? That can look like a cooldownless teleport, if he keeps moving through walls

would you rather they keep shooting then teleport when you are just one tile away?
but I do agree, it's common to see an NPC teleport when it doesn't make sense (i.e. full HP, melee PC not within range)

I'm seeing it mainly with Orc casters.
I walk into a room, there's one mage. He teleports. And again. And again. And again.
I could understand them having access to two teleport spells, but even then the cooldowns should be keeping them still for a while at least.
Cooldowns on those spells should definitely be longer.
I also get this problem with Adventurer mages too.

We kind of already have a solution to this, it's just not implemented. The Destabilization effects could be applied to mob (or non-elite)-cast teleport abilities. Vor Armoury is almost nauseating due to the constant teleportation, and it hurts classes that specialize in close-range combat considerably.
