Right now, equilibrium regenerates on the world map, presumably because you're closer to nature.
Logically, it should do the same thing in forest maps. And honestly, a bit of low regeneration there (-0.20 a turn or something) wouldn't break anything -- it'd just be a nice thematic thing to associate equilibrium with nature.
Have equilibrium slowly decrease in forest levels.

No, the reason why it happens on the world map is because it happens for everything (mana, health, whatnot). It is the 'out of combat' concept. It has absolutely nothing to do with trees.
