The automatic use option for talents could be expanded by giving it a few more options, restricting when it will activate automatically; these could be toggles on the automatic-activation menu. Eg:
* Activate only when there are / are not enemies in sight.
(Useful for talents that take up a turn, as well as few instant talents that you might want to trigger as soon as an enemy is seen. This one is probably the most important.)
* Activate only when there are / are not adjacent enemies.
* Activate when damage was taken last turn.
* Activate only when health is [above / below] X%
ToME characters tend to end up with a lot of activated talents, and it'd be nice to be able to reduce some of the clutter by putting a few on autopilot.

This could be a slippery slope, but I agree adding your suggestions could be very nice. It would also be nice to have a threshold to use or not use paradox/chronomancy or equilibrium talents. The anomalies from the former can be quite disruptive and potentially deadly.
