"tactical display option" improvement

I would like if the "tactical display option" ([shift]-t, I think) cycled between the following setting:

1) Display tactical borders and health bars
2) Display health bars only
3) Do not display tactical borders or health bars

I suppose another option to cycle through would be to display tactical borders but not health bars, but I don't know why you'd want to do that

Currently, this option toggles between (1) and (3) above, and I'd really like option (2).
