All of the "old" racial abilities (the level 1 ones) purely have their cooldown affected by their talent level. The cooldown isn't even very much affected, meaning there's no real reason to invest more than 1 point into any of the starting talents in the racial trees. If they had their abilities scale with talent level to some extent then obviously that would make a difference!
I would personally suggest:
- Higher gift effect 2*t + Wil*0.5, duration 5+t turns
- Shaloren speed effect 0.05*t + Dex/300, duration 5+t/2 turns
- Thaloren wrath effect 2*t + getWil(10), duration 4+t/2 turns
- Dwarf resilience effect 2*t + Con/7 armour, 2*t + Con/5 saves, duration 5+t turns
- Halfling luck effect 4*t + Cun/3, duration 4+t/2 turns
- Yeek dominance range 2 + t/2, duration t + getWil(10)
This would also make the races more accessible for more classes, since the balance of the talent powers is taken away somewhat from some specific stats.
Also the Yeek "Wayist" ability should specify in the talent description that the power of the summons will increase with Willpower and talent level. The Thaloren summon should also mention the talent level dependency. And Dominant Will should maybe clarify in the description that the chance of success depends upon your level compared with the target's and your willpower.
