This is exactly how things were a few betas ago. I believe we moved to the global clock since a few effects at the time were... tricky. The old stun/freeze effectively paralyzed the actor and when combined with speed changes could result in perma-death. I have just looked at the new stun/freeze effects and this doesn't appear to be the case anymore, so a change back to personal clocks is a possibility. I don't like what that change implies for damage-over-time (DoT) effects, though. Why should a snake that moves quickly burn twice as fast as something else? Or even stranger, something that moves slowly burns more slowly?

The change of clocks is fairly recent (one beta old? maybe two?) so I suggest we allow more time for other players to chime in as they encounter the change. I think lukep's ideas are well understand and at this stage there is simply disagreement, so continuing to rehash it won't help without more data. Cheers all!
