I'm looking for addon that would clear any user input data that is already queued (assuming there is such queue) and lock keyboard / mouse clicks for x seconds when you loose x% of hp in last turn.

Most of the time i die due to extreme crits or invisible / stealth / offscreen attacks. If mob one shoot me then probably it is my fault but more often than not i die in 2 maybe 3 turns that happens in less than a second. My fingers are still pressing movement buttons because my brain is not yet aware that i'm being attacked and next bump attack or move will kill me and i should probably do something to avoid certain death.

There is a difference between playing high peak and the maze or dreadfell. You can't be extremely cautious for whole game. Easy zones are (most of the time) ... easy and you basically do it on autopilot up to that moment when you suddenly die.
