Has autoexplore/rest changed recently?

I've noticed that my autoexplore and rest are behaving differently, lately. (since 1.4, I guess, I haven't played much since the patches dropped)

I'm used to Autoexplore triggering rest, and rest automatically resting until all of my cooldowns are up, and all of my resources are regened to full.
As of now, rest seems to behave differently in two ways;
a) Rest will only rest until I am regened. I have to trigger rest twice in order to wait for my cooldowns to be finished.
b) Rest simply ignores skills that I have on autocast (any autocast, not just autocast when available).

This is causing me some issues. When I hit autoexplore after killing an enemy, the game will only rest until my health and resources are full, then immediately start exploring, which leads to me running into enemies with abilities still on cooldown.
Obviously that's quite annoying, and not behaviour that the game used to have.

Is this due to an addon that I would have disabled when 1.4 came out, or is it a change to autoexplore in general?
Is there a way to modify how rest works, so that I don't have to rest twice in order to have my spells come off CD?
Am I going insane?

Well, the thing with it waiting for full regen first and for cooldowns second was always there, but there've been enough complaints so let's tackle that.
Auto-use that depends on hostiles should be fair game too, I agree.

Ah right. It must have been an addon I was using that combined it all up in one, then.

It really seems like a feature that should be addressed in the options menu (I can't imagine a time when I only want to wait for my hp to regen, and not care about my cooldowns).

Also autouse with any setting if the talent is a sustain. Sustains shouldn't produce infinite rest loops because they activate once and stay up and autouse in the absence of hostiles (or always for instant use sustains like chants) is the only practical way to handle them when your hotbar size is limited by a small or 3:4 monitor.

These issues are being addressed for the next release. Tentatively, the rest order is now resources+cooldowns->recall->charm powers, and autouse on hostiles or on sustains is fair game.
