Distortion bolt travel speed

Ok, this has been bugging me for a while. Distortion bolt says its travel speed is instantaneous, and yet time and time again I see it miss (and no, my thought form is not in the path blocking it). Is there something I'm missing, or is it just a display bug and it's not instantaneous (and if so, what's its travel speed)?

Instant travel speed on projectiles really means 10 (or 1,000% global speed).

But doesn't Flame (and some other spells) have 2000% movement speed, double that of instantaneous? :shock:
When in trouble / or in doubt / run in circles / scream and shout.
