Calculate effective talents or gain from items

Hi,

I can't seem to fully grasp how the system around this works. The other day I was specing in Power is money and the text tells me an increase of 6 at talent level 3->4. But character sheet says +2. See attached picture. I cut and pasted the picture dumps together.

Also with some items, especially weapons and armors this happens a lot. It specifies for example +20 mindpower, but character sheet gives +4.
Can someone help me with the math? I've tried reading on the wiki/other threads, but can't get the math to make sense.

Also, shouldn't the GUI show (maybe as an additional color) the effective number you characters gets at that exact moment of equip/spec.

Maybe I'm alone in finding this confusing...

Ahh, this explains a lot! Can't believe I missed that page...

I get the scale and that i applies to all accuracy, defense, powers and saves. But what about stats? Let' say a skill increases my Str by 10. Does effective talent level apply here as well and does this have scaling (same scale?)
