I have a question about this talent.

Does it affects only my basic attacks or also my skills (talents) ?

Basic attacks and talents (Only if those talents involve shooting).

The projectile will go faster or i will take less time to shot?

You'll take less time to shoot (so you'll get off more arrows in the same time)
