Trying to find the trigger for deaf halfling alchemist quest

Hello, I don't think this is a spoiler quest or anything as it was one of the first things I stumbled upon playing a dwarf character who first entered the outside world.

There is this foul-mouthed, hard-of-hearing, all-caps-speaking halfling somewhere who gives you an alchemist quest. I thought I knew how to find him but lately I can't seem to. Is he only revealed to dwarves? Does he have some level limit after which he won't appear (like the arena challenge)?

Nope, he's just good at hiding. Search around the world map, and you should find him eventually (auto-explore works well, if you watch closely).

What's throwing you is the fact that, unlike every other guaranteed NPC in the game, his location is randomly generated each playthrough. So i'm afraid you'll have to get used to looking for him.
