It used to be purely level, but I think DarkGod talked about changing it to rely partly on Cunning.

Wouldn't the levelup screen in b28 show any increase in max pos/neg like it does for increase in crit/accuracy/etc?
Having satellite internet is a lot like relying on the processes described in those RFC's for your internet. Except, instead of needing to worry about statues interrupting your connection, this time you worry about the weather. I have satellite internet. Fun, no?

Man, if pos energy starts to scale with cunning in future versions, and it gets reduced effect from level, my SPs are gonna get to be quite a bit tougher to keep in shape.
