What happenned to "no magic for 10 levels"

Hi,
Started a new fighter, and decided to get the "no magic for 10 levels" quest early on. But I cannot find it? The only other town I can find is the "Minis Tirith" looking one.
Have found it before in earlier betas, has it been removed in beta 18? When I couldn't find it previously I assumed it was because I was playing a mage.

Edit: Ignore [deleted] question about staff guy, he showed up.

Did you by chance help an escortee in the Trollmire before leaving it? Was it a Seer, Paladin, or Anorithil? Did you get a talent that gives you a Mana, Positive or Negative energy bar?

Yep, got an escort quest and took "Premonition" as a reward.
So that makes me a magic user adn the town vanishes?

The town of Zigur is only generated (or not-generated) the first time you enter the Wilderness. If you have a Positive, Negative, Vim or Mana bar at that moment, you get no Zigur town.

If you are starting a character who aims to get Antimagic at some point, you should leave the Trollmire and re-enter it before you do anything else. (You can also go to Zigur before re-entering if you wish.) Doing this will generate the town, which means you can go request the quest at any point, even if you have Mana up the wazoo.
