To be honest, most of the problem with Oozing Horrors is an artifact of Silence-it doesn't specifically forbid setting Runes on cooldown, which hurts mages, especially undead mages(Though, that doesn't specifically apply to Oozing Horrors, as they use Strangle Hold, which doesn't work on undead).
Maybe Silence shouldn't set Runes on CD?
Barring that, Oozing Horrors could be kept under control by just lowering their power-considering I've lost a Mindslayer to them, which wasn't silenceable at all, maybe that would be good in general. Their physical power is awfully good(Better than a Blade Horror's, overall) for their skillset.
