Why not simply make it a flat cooldown reduction based on whether you are wielding a gem? Damage already scales with gem level. The current setup seems to beg you to scum for high level gems just so you can choose one play style over another.
Granted, I don't care for a lot of how mindslayer works, though at the core it's a very cool concept. So maybe I'm biased. I just don't see the design considerations behind the current implementation.

Does the color of the gem you use make any difference at all aside from its wield-effect? If not, perhaps something based on that, too. (They do get the wield effect, right? I tend to agree with you -- I like a lot of the ideas in the class, but never seem to find them fun to play. Too fiddly.)

Not for mindslayers, no. Color only particular matters for alchemists and their golems.

Maybe they need a 'gemstone evocation' talent or something that shoots elemental bolts based on your equipped gemstone at nearby enemies for a few turns. Or constantly, even, as a sustain.
