There's also the general problem of randarts and egos not scaling with material level. I think materials need some serious rethinking in general, especially in the range of values they produce - not every voratun heavy plate should be the same, and not every dwarven-steel weapon should outclass every steel weapon.

I don't see a problem with voratun plate all being the same or with all dwarven-steel battleaxes being better than all steel battleaxes. I would like to see randarts and egos scaling with material level, though - or perhaps have material level provide a maximum for enchantment level, so that the best stuff would be of the best materials.
I do think that having voratun show up in the trollshaws is a bit odd, and that at some point we'll want to fix that sort of behavior, but I'm not convinced it needs to be a current priority.

Perhaps a bit of each. Leave it so that, say, you might find the same enchantments on both stralite and steel, but it would be at the high end for steel items and at the low end for stralite items. Of course, a randart or blue iron item might still be better than a magical dwarven-steel item, but within rarity classes, you'd generally see better results as you got better materials.
