Drem NPCs, such as those in alt maze, appear to have the talent, dwarven resilience
this clearly shouldn't be the case if you have the cults DLC, seeing as how it adds the drem race, which has its own, different racials

Not a bug. As a proposed change, I would disagree, anyway, for a few reasons.
First, it would be weird for a DLC to change an enemy base type so drastically. Second, I have no interest in rares+ having Frenzy. Third, lore-wise the Drem from Kroshkurr and the Drem you encounter in dungeons of Eyal are of a different caliber. Kroshkurr Drem are more intelligent and are ruled by their own mind and will, not driven my instinct and madness. If anything, I would say wild Drem could stand to lose the Dwarf racial tree, especially as some of the talents are more properties of their society than their physical nature. They aren't really high impact talents, though, so it's not that big of a deal as far as the gameplay impact. Quite the opposite for Drem racials, most especially Frenzy.

From looking at the code, the only instance I found of an enemy base type being changed is Walrog. Walrog has a base game version, but Ashes of Urh'Rok replaces him with a different version. I don't know if there are any other cases.
EDIT: Ashes of Urh'Rok, not Forbidden Cults.
